I am planning to moving back to Kansas City in the Spring. I was told all of the citys in Clay Co. now are encrypted is this true? :unsure:

Not all the cities in Clay County are encrypted.

KCMO PD is fully encrypted.
Liberty, North KC, Claycomo, Pleasant Valley, Excelsior Springs, Gladstone, Oakview, Smithville, MO Highway Patrol
Are all still in the clear, they do, however, have encrypted secondary channels they can & do use on an occasional basis.

All Fire and EMS services are still In the clear.

There is plenty still in the clear to monitor in Clay County, the same goes for Platte County.

KCI Airport Police is fully encrypted, but ARFF/Crashphone and Fire/EMS is still in the clear.

There is still plenty to monitor in the KC Metro Area.

You will need a P25 compatible radio to monitor the digital TGs though.

If you don't have one yet invest in one that does Phase II as it will eventually rule as the Phase I stuff is retired.
