Why is Kitsap county with a population of 250,000 (240,661 according to US. Census stats) only using VHF Hi band. And VHF lo band (Bainbridge island)

I'm not complaining, just curious. Actually one thing I can do since Kitsap and Bainbridge aren't on trunked systems. I can use the North Kitsap county sheriff frequncy as a prioirty channnel or Bainbridge island fire department.

Thurston County has 220K There are no plans to upgrade out of VHF/UHF

Geography.
$$$$$$$.
Good inter-op between all agencies.

Why change?

Now ask why Benton Co. went to 800 mhz from 3-4 VHF repeaters to 4-800mhz sites

You're telling me! I was stationed in Connecticut and had to buy a Pro-96 to listen to the state police over there and used my Br330t for all the conventional traffic.. now that i got stationed at the bangor sub base I can put all my frequencies in about 3 banks on the pro-96... I have been looking for more frequencies because I feel like i'm missing stuff. Is there really only one frequency for Central Kitsap County Fire/EMS???

To follow up: I know part of the reason my old home town made the switch. While the area was at sea level, and flat,no mountains in Saint simons island Georgia,Brunswick Georgia. . There were a lot of dead spots. The county police and sheriff shared frequencies. The city police used one frequncy. The city fire department one frequncy. The law enforcement agencies had access to "state band".

If there was a major incident of any kind no agency had the ability to talk directly with other agencies ..The move to an 800mhz trunked system solved these problems and more. Also with the move to a trunked system it brought all the agencies dispatch services, except the sheriff under one roof.
