LACOFD tones

I've been hearing strange dtmf tones on 470.6125 Blue 3 for LA CO FD. This could be a stuck mic but I also heard some give a quick 5 count and say "9 Victor out". Any idea about this?

"9 Victor" is one of communications technicians. I have heard him on many of the Blue UHF channels in the past. Usually they ID as "Comm 9-Victor" or "Comm 9-Charlie"
