LAPD Encrypted?

I know they are P25 digital, but recently heard that they were encrypted as well. Is this true?

Thanks. Someone on the BCD996T Yahoo group just said that they were. I hadn't heard that before and I thought that he might be confusing digital with encrypted. I'm 3K miles away, so I don't get to listen to them, so I wanted to check with someone who is out there and could tell me for sure.

On a related note, does anyone know of a live scanner feed for LAPD?

I just turned on Valley Traffic and North Hollywood and they are in the clear

It Happens,
Some people get "Digital" confused with "Encrypted". P-25 Digital IMBE is monitorable with a digital scanner. Its just when the digital CODEC itself is encrypted with a DES algorithm. Then, all you hear is "Insect Babble" ;)

No, most of LAPD's communications aren't encrypted, and the dispatch frequencies won't go to encryption for a year at the very least, and possibly a lot longer than that. The patrol and traffic Astro Saber III radios don't have encryption capability, and they won't be replaced until sometime in 2008 at the earliest.

Even after the Sabers are replaced, it's not at all certain that LAPD will go to encryption for dispatching and routine tactical communications. The $5-million extra cost for including encryption capabilities in all 10,000 of LAPD's new radios was one of the sticking points in this year's budget, and I haven't seen anywhere how (or if) it's been decided.
