Jeffrey,
Do you have your scanner in search or scan mode? While listening to a system, you can press the scan button twice to switch between the two modes. When you are in scan mode, you will only hear the talkgroups that are programmed in for that system. While in the search mode, you will hear all activity on the control channel that you are currently monitoring. Hope this helps!

Keep in mind that the 396 will only latch on to the first CC it hears, no matter how strong or weak the signal. So, if you are scanning up (up pointing arrow on the right side of the display), it will start with the first programmed CC and scan up until it finds one. So, you will really only be listening to that first CC. If you scan down, it will look at the CC's in reverse order. If you are in search mode, you should hear the TG's that are displayed while holding on the CC.

I think he's asking about when he goes out of trunked mode and into conventional and monitors the control channel. The answer is yes - it is a repeating scroll of what talk groups have a call in-progress on that site. They are not appearing and disappearing as calls start and end, but rather are being scrolled through one at a time. They seem to change about every second. To hear those talk groups - as others are mentioning - you will want to take the radio out of talk group scan mode and go into talk group search mode. Then you will hear any talk group that comes across the site. In search mode, you may actually want to decrease your scan hold time if you're wanting to hear the most from the site.

Jeffrey,
Do you have each site/CCh in individual systems, or all in one system? If all in one System, just as stated, the first active CCh will be used. If each are in individual Systems, each CCh will be evaluated.
