I would venture to say that IF and WHEN they ever go to another type of system, it would most likely be a digital system with encryption capabilities, which is the way most law enforcement agencies are going now with new systems. With encryption being the key word here, you still would not be able to monitor them. We all have to realize and accept the fact that the cops just don't want us listening to them, plain and simple.
Without having any inside info, I would suggest taking a look at a the time frame for rebanding. Unless Motorola is going to come out with a special firmware version which supports both randing and VSELP they will be forced to upgrade.
I have heard from someone with the city that Motorola has done (or will do) exactly that for Trenton and a city in or near Ohio that is also using VSELP (Cleveland?). And should they ever modernize from VSELP, like DJ88 I too would fully expect them to go encrypted.
