LaVergne, TN NexEdge system.....

So during the floods my group went out with the LaVergne Police dept. to do damage assessments.
During the activity I noticed that they had switched over to using a kenwood digital system, I didn't give it musch though at the time thinking it was just P25. Now I have an interest and discover that its really this NexEdge system. I have the technical ability to use the DSD software being a linux systems engineer and I have the hardware in radios and pc's but it seams that the frequencies listed are dead, I hear nothing on my ic-r7100 with I punch them in. I toiled through the FCC ULS looking for any other license but all the frequencies I try are dead. anyone have info on what they are using? and how are they operating without a licence? or maybe I just misunderstand how this NexEdge system works and the audio is just inaudible to me?

Any help would be appriciated.

Well, as per other posts about this topic, LaVergne PD has gone digital but they are working off Nashville/Davidson County TRS system A. The main dispatch uses a TGID # of 49488. They also have several other talk groups including Mutual Aid (49680) and what was referred to as Ch 8 (49648). The TGID that was referred to as Mutual Aid was used heavily during the flood and when storms threaten they give out watch and warning reports on it. As for LaVergne Fire, they are still on their old analog frequencies.
