Well for one thing, when the weather is lousy, driver reports are usually a good first-hand, real-time indicator of road conditions. Besides, who are we to judge what others like to listen to? Many find police monitoring boring. Some have suffered the fate of encryption of public safety in their area, and have resorted to other things to listen to. Nothing "odd" about it.
