On the surface, it doesn't sound like your ground loop isolator is working unless there is some inherent hum in the BC125AT audio?
Remove the isolator from the circuit, then using a VOM/DVOM and perform a continuity check from the "Sleeve" of the 3.5 mm jack to
the "Sleeve" of the 3.5 mm plug. It should read completely open if it's designed around a 1:1 balanced audio transformer. The same
should hold true when measuring the "Tip" and "Ring" conductors from input to output.

A proper isolator will not exhibit any D.C. continuity between any of the input to output conductors. I will caution that a ground loop
may exist between the external USB sound card and the Dell Latitude laptop unless it is powered over USB connection to the PC as it
appears to be the case. Have you tried using the PC's internal sound device?

Are you using the line in jack for the scanner if so, is there anything connected to the microphone jacks on the side?

When you disconnect the scanner audio cable, does the hum go away?

Line is, Yes

Nothing in the mic. In fact, I have it disabled in the BIOS
