If you have a volt meter, I would pull the plug from the radio and check if there is D.C. voltage coming out. If not, just a matter of replacing the ac to dc adapter is all.
I see many models use the same adapter - AC / DC Adapter GRECOM PSR-600 PSR-400 PSR-410
Since all the radio shacks Pro 197, 651 and current Whistlers are successors of the PSR600 any of their adapters should work.
I see the output on the adapter below is 13.8 volts and 600ma current.
Granted the Canada shipping could be costly.

Pro-197 AC Adapter
Hey guys. Recently my 410 has an issue when i turn it on. The screen will light up then shut off. No power at all when turned on. If I shut it off again and turn it on and turn the volume up, it will stay on. Any suggestions? Recently bought a new wall adapter from Whistler and it worked fine...
