1. Keizer - try their talkgroup on the state system. I see they don’t have a conventional frequency like Salem does so I’m not sure exactly what they use.
2. Salem PD - the way those are listed in the database it won’t matter. You’ll hear the same traffic on both channels. They’re listed in the database how they’re programmed into the actual PD radios.
3. In the case of Albany, they’re using the Linn County P25 system patched to the state P25. You could try the Wipper Hill tower site if you haven’t already. The way the system is designed you’ll hear OSP on out of the area towers much more than you will county or local agencies. If an Albany trooper happens to be in Salem you’ll hear the Albany talkgroup. The only local agency that truly uses the state system is Deschutes County. All the rest are just patches and they very rarely if ever are available on towers outside the immediate area.
Monmouth and Dallas I can only speculate as I don’t recall a time I’ve actually listened to them, not that I’ve actively attempted to. Try 155.95 for Monmouth, it looks like the database may be wrong as the listed freq isn’t licensed to anybody near Polk County and the license indicated has 155.95 listed. I can’t find much for Dallas. Are they by chance dispatched by Polk County Sheriff?
4. Just because the person talking on the radio is at WVCC that does not mean the signal you’re hearing is coming from there. In fact with such disparate frequencies between fire and pd its nearly guaranteed you’ll have a difference in signal quality let alone if they use different towers.
Only suggestion I can make at the moment is trying other antennas or locations. With systems such as what you’re listening to it’s likely not you or the scanner. In the next couple years they’ll likely be using completely different frequencies and systems.

Already looked into that... Its just OSP (Oregon State Police).
I know this because Keizer has a live feed on broadcastify. They also use a freq and a Talk group so im kind of confused by that 857.48750 TG 57840 but the frequancy is on the 930 chemawa channel? idk very confusing
I've also noticed that pretty much everything on the State system of "
Oregon State Radio Project " Seems to all be OSP, at least in the Marion County area... Like I can Hear OSP in Mcminnville, but I cant hear Mcminnville PD, wierd right?

I might have confused you on this question. I don't want hear OSP in the albany area........ I want to Hear The Albany Police Department. It says that they use the
SW 7 County Interoperable Public Safety Radio Partnership, Project 25 Phase I
I have that Programed into the SDS100 I can see it on the Sentinel program. But once the radio is on it disappears. Like it's not even on the radio.
