Looking for some help programing

I am having some trouble programing my scanner. It is a Uniden BCT8, and I am trying to program an EDACS system(Hartford, CT - Hartford City Trunking System, Hartford, Connecticut - Scanner Frequencies). I am pretty sure that I am within range, as I can pick up the fire dept. simulcast on the scanner and at the fire station. I also programed the frequencies in the order they were listed on the website along with all of the talkgroups I wanted, all in trunk programming mode, and I still am not picking anything up. Does anyone have any advice? Thanks!
