Did you look in the Database, you have been a member for over 5 years I would guess (since you haven't been posting) that you know your way around the DB. If you mean Milwaukee County, WI; start here.

VOIP is Voice Over IP and is not relative the ability to scan the system or not as it is part of the infrastructure.

It is impossible to listen to the City of Milwaukee on any scanner, they use a type of system that no scanner can decode. You can still listen to virtually everything besides the city of Milwaukee on your pro 106
