I don't think it's illegal because, my local radio store sells me the software and cable for it.
The radio can be programed to different frequencies I don't have the limits, but mine was reprogramed like this:
Ch 1: FRS channel 14
Ch 2: Business radio frequency compatible with my motorola radio
I will be buying the cable and software this week, this radio can be programed as a repeater also.
I bought mine used on 1998 on a Pawnshop for $60 and I can't believe the battery works like new 11 years later this is a very good radio.
