MECA - System 1, System 2?

I don't quite understand the idea of MECA system 1 and 2. What are each of the systems used for and do they have a unique purpose?

Take a look at the database and you'll see entirely different users for sys1 vs sys2

Thanks for the info. That is what I thought but the RR DB is a little confusing, at least to me.
