They are not broadcasting, seems that the sheriff and Atwater pd are on their mutual aid. Not sure if their system is down or they went to encrypted but it does not show that. Has there been a new update or is system on hold due to licensing?

Looks like they have several licenses for a P25 Phase II system, maybe try plugging in those frequencies and see what you find:

Well I tried all those. The thing is the merced county east is down that was just sheriff and Atwater is offline. It states that on the fcc site and I have found all cities in merced county and the sheriff department is using 154.890. They had to go back to the old system I heard something about the repeater is out. That was on a Atwater police dispatch. But I have heard them on 155.640, then now nothing I have contacted Bearcat warehouse and my unit is up to date. Can you or someone help find out what frequency that Atwater pd is using. Was told that they have blocked there transmission. I do know a police department can't operate without radio's.

I was in Merced yesterday and tried tracking some radio stuff down.

The Merced County (East) TRS isn't broadcasting. Merced Sheriff was dispatched off XMD CMD E (both VHF and 800 were patched together, but not the UHF).

I'm not sure where Atwater PD has gone to, unless they were also sharing XMD CMD E (I'm not familiar with the identifiers and dispatching methods down there to tell who is who on the radio).

The Merced County (West) TRS was receivable in downtown Merced, but there was no traffic on it for the hour or so I had it up.

This is pure speculation, but maybe they're going to CRIS? Their East TRS was on Mt Bullion, where CRIS currently has a site. While sitting in downtown Merced, I scanned the 700 band and found a new CRIS site 74, with neighbors of sites 3 and 4 (Mt Bullion and Blue Ridge), although it seems like Mt Oso would be a good neighbor to have on there. I'll add the Site 74 findings to the main CRIS thread.

Unknown if it's related to why the system is currently offline, but I found this proposal, they're upgrading to a multi-site P25 system: https://web2.co.merced.ca.us/boardagenda/2022/20221213Board/320360/320366/320408/320455/DAS 494 Attachment A - Communications System & Service Agreement320455.pdf

Looks like that's what the licenses I linked above are for. WRUB877 is the north simulcast cell, WRUB886 is the south simulcast cell, and WRUC590 is the standalone site on Mt Bullion.

These are the only frequencies licensed to the City of Atwater:

453.425 Public Works
154.205 Fire Tactical
154.725 Unknown
154.890 Unknown

You could also try the statewide CALAW frequencies
154.725 was Atwater PD original VHF primary channel and 154.890 was the Sheriff's original VHF primary channel. All agencies in the county including CHP Dispatch used the Sheriff's primary channel for point-to-point communications thus that is why that channel would show up on Atwater's license.

I continue to hear Atwater PD on the Merced Co East system (TG 40976, and the SO on TG 57360).

Okay, so the system is back online?

Ah, I see 154.890 is now XMD CMD East. Do you know if 154.725 is still operational as a backup?

I don't think it ever went off. I'm antenna challenged, but at times the system comes in fine. I can add the other frequencies and report back if you would like me to do that.

The MCSO East system is definitely back online now so it can be marked as running.

I'll be running unitrunker on it for a few days to check for TG's. Skip is right as a majority of what I've seen today has been SO and Atwater PD traffic.

I've been able to confirm MCSO will be moving to a new system in the near future bit have not been given a solid date on when they are hoping to implement the system.

I'll report any changes or updates I can find.

Looks like I'm going to have to monitor both east and west systems and also reach out to some of the people at the Sheriffs Dept.

I started with the West system because it's closer to me and figured it would be easiest as this is my first time using Unitrunker to monitor a control channel.

I've seen minimal activity on the system however what little activity correlates to talk groups in the east system. I know for sure one of the frequencies in the dB for west is at this time incorrect.

Years ago the west system was supposed to be for patching to the east system. I'm hoping running both systems side by side will show that happening. Not much goes on in the west side of the county and like CHP, they do a lot of stuff in the car now.

If anyone can point me to a good primer/manual for unitrunker and deciphering what's going on it would be greatly appreciated.

Still no updates as to the new system coming online. Nobody I have been able to talk to today has heard any further information. Guess it's time to get a call into the big man and ask him for the info.
