Can you narrow it down to a county? There are a number of Middle-somethings in New York and it's hard to keep them all straight.

Based on the frequency, I presume he's refering to the Orange County Middletown. The PL on their VHF-high band dispatch frequency is 77.0 Hz

Yes, Middletown FD in Orange County is still using 154.310R PL 77.0. It is also simulcasted on UHF, I think 460.325R and they have a fireground repeater on 460.175R. I could have the UHF frequencies reversed since I'm going off the top of my head right now.
