I got a hit on 456.7875 PL151.4 from inside the city hall building but can't figure out what it is. The rest of the hits were from the Peel 800MHz Motorola trunked system.

The nearest licensed location (AstraZeneca) is almost 5 km from City Hall.

None of those TAFL listings seem to particularly fit but not surprsing.
That frequency pair is common for low-power site systems, or even
simplex use. For whatever reason, not all show up in TAFL. Check the
lower frequency (451...) for an output, otherwise it's simplex.

could of been a courier guy.. just in and out that why (his company licence) won't show as anywhere near that site or Mississauga
But what about those condos ? any of those close to city hall ?
