FCC Licenses and Scanner Frequencies for Los Angeles County, California (CA)
Try this page from LA County's FCC records. About halfway down is "Mobil Telecom"...several of those are in Torrance. The frequency 154.280 is a state-owned fire department mutual aid channel and is not used for normal operations, but I'd guess at least one of the others are your public safety operations. Good luck!

Yes. The freqs above didn't seem to work. They had a structure fire and nothing on those channels.

When was the fire at the refinery? I didn't know it had happened.

There was a fire in a storage building that housed some sort of material used in production. Only heard TFD's side of the incident on their channels.
