Monitoring Exxon Baytown complex with NO luck

Not having any luck picking up any audio,
This is the info I set up in my SDS100 Scanner.



I parked across the street from the Complex, tried several antennas,
The signal Analyzer on the SDS showed very good Signal, Zero on Activity. The display shows it scanning but no hits.
RR says is a Motorola Type II Smartnet, Analog.
There are actually 2 groups
Exxon Baytown Complex 1 and 2
This complex should have talk 24 hours a day.
Just checking with you experienced folks,, Am I doing something wrong?

I'm in Dallas, but in looking up their license, they show an emissions designator that now includes P25 Phase 1 and Phase 2. Are you certain they're still analog?

EDIT: Might want to look at the P25 system, likely the two Moto sites are part of it now (the one frequency listed as "Site 13" is also on the "Baytown Complex 2" Motorola system):

Since everything in the RRDB is user submitted, it is only as accurate as what others have identified and reported. I can tell you a number of systems that are still showing here in Dallas that have changed or are gone, and as I find them I try to correct them.

As I noted in the edit to my previous message (you may have not seen it) there is already a P25 system for Exxon, and one of the sites "Site 13" actually is a frequency from the Site 2 Motorola system, so it is likely they are now on that system and the analog systems are gone.

iMONITOR has a good point, Oil refineries do carry a lot of encryption due to the nature of the business. A Ham in my area went to become the radio manager of some refinery in Northern Oklahoma. He had to apply for an encryption key with USDHS for their Motorola System. Uniden Scanners will skip right over encryption like dead air.

Interesting, I've never heard of this before. Maybe you can get him to share the process he had to go through.

He just said they had to apply with USDHS to get an Encryption key so Federal agencies could access the system when necessary. Didn't tell me any procedure, I'll shoot him an email and inquire more on it.
