Montgomery & Fulton Counties - Question

Two weeks ago I was out in Montgomery County and I brought my BCD996T along. I came across 158.910 MHz. with a digital signal. I think it was MotoTRBO because I couldn't decode it with the 996T. I know Fulton County has a license for that channel but I'm not sure if it was them. Are they using MotoTRBO now for some of their operations? I also logged 151.3475 MHz. as well, which I think is Montgomery County Jail, also using MotoTRBO or some other type of digital system.

Another one was 155.910 MHz. with a CTCSS of 114.8 Hz. It sounded like law enforcement car to car communications. I was receiving Greene County Sheriff's on this channel as well but with a CTCSS of 123.0 Hz.

I believe you will find that 158.910 is Fulton County Corrections - analog.
155.91 is used as a car to car freq. in Johnstown, also analog.
To my knowledge there is no MOTOTRBO in use here in Fulton County...yet.
Schoharie county was supposedly getting some TRBO radios.
