If those are actual coverage maps on Page 10, then there are eight sites:
  • Telegraph Pass, Yuma AZ
  • Windy Hill, Yuma Proving Ground near Tacna (Lat: 32.876111 Lon: -113.981667
  • Stone Cabin, north Yuma County (Lat: 33.2658679 Lon: -114.2404982)
  • San Luis, Yuma County
  • Oatman Mtn, Maricopa County
  • Hill 630, Yuma Proving Grounds (Lat: 32.866944 Lon: -114.421139)
  • Black Hill, near Parker AZ
  • Friendship Tower, 1440 W. Desert Hills Drive Yuma
The presentation also mentions "physical linkage" to Phoenix and Tucson, which would account for the Mt Lemmon and South Mtn sites in the database.

I have been listening to the South Mtn site for the past few couple of weeks.
System is 15A
WACN is BEE00
RFSS is R001
Site is S020

Last weekend I drove down to Gila Bend and identified a very very strong site there as Oatman Mtn
System is 15A
WACN is BEE00
RFSS is R001
Site is S007

I use a PSR 600 Scanner and submitted this to the DB Administrator. It has been added to the DB

I've been keeping a pretty good ear on the Mt Lemmon location, but no real activity up here. There is an occasional radio join, or once in a blue moon a radio tech talks with the Yuma radio shop. There are no neighboring sites to this site here :(

I agree, Unitrunker or PRO96COM would be extremely helpful :)
