what r the differnt in motorola trunk SYS between 800 standart or splinte?

Splinter systems are used primarily near the Mexican border to offset interference from Mexico.

Splinter system freqs only go three digits right of the decimal 857.025

Standard system freqs go four digits past the decimal 867.4125

That is exactly what the Radio Red site says about our El Paso system (Mexico righ across the river well ok it is more a big ditch then a river..
Anyway, can you explain why they use a splinter system? I know to reduce interference but why or how is that? I checked and have read about splinter system so i do know what they are just wonder why.. thanks for any info you can provide
