motorola monitor keynote 5/6

I have no idea if I could do this or not, and if this is in the proper forum. My understanding is this monitor only is a crystal based unit. Could I use this as a small scanner for my local pd/fd if I have the correct freq. crystal installed? If could given that I live in a rather flat area what range might I expect to pick up the freq (both VHF lo-band 150's) Is this possible? I just wanted something to toss in pocket to be able to hear my local departments
