Mounting antenna's to roof rack. scanner / CB

I have a vw Gti as a daily driver, i have a set of Thule roof racks mounted ontop used to haul surf board or 2x4's and many other unusual things ive stuck up there.. anyways. Id rather not drill holes or stick magnets on the paint of it.

But i was pondering on whether or not i could screw an aluminum plate to the bottem of the racks paint it black to match the roof and racks and mount antennas to it. id guesstimate it would be roughly a 2x4ft sheet.

would this supply a sufficient ground plane for a preditor 10k? or any other antenna for that matter.
The only thing id have to sort out is getting the coax back inside. However i also thought to replace my factory radio antenna with some sort of scanner antenna and y off to feed both the tunes and a scanner. Might be able to figure some way to run it into the existing hole and make it weather proof.
