I see that Muskingum County fire has a VHF frequency and a MARCS TG in the database for fire dispatch. Does anyone whether or not the MARCS TG is actually in service? And would I be able to receive that TG on the Franklin or Delaware MARCS site?

It is.
As with any other MARCS talkgroup, only if a radio on that talkgroup is affiliated to the site you're monitoring. In other words, don't bet on it.
Question: In the past, I've received Muskingum SO and the Falls Twp FD talkgroup from the Franklin County site. If I received these two talkgroups from that site, would that mean that I would also be able to receive the talkgroup in question? I will program it into my scan list and see if I hear anything though.
Only if a radio is affiliated with the talkgroup in question. Just because you can hear Falls Twp doesn't mean you'll be able to hear the others.
