Well, I found a website with alote of frequences around my area and have a question when I go to program my scanner, it list the tx and rx, and sometimes they are the same frequences, and some times they are diffrent.

So when I program my scanner which frequency should I program into it to hear the comversations if they have diffrent tx's and rx's? Thanks.

That might not be correct you really have to see the list of frequencies being talked about.
I consider the repeater input to be the TX and the output to be the RX so if that's the case you would want the RX.
