I noticed the parameter “218 NAS” under the Tone column in a lot of scanner databases. I just wanted to confirm that this pertains to Digital transports, and not analog, correct?

did you mean NAC vs NAS ?? NAC (Network Access Code) is relevant to P25 / Digital scanning
if not can you provide a link to where that NAS appears

It just so happens that the particular county that I was looking at has every single NAC digit/character as a 0-9, that’s why I asked.

I just looked at three other counties, and out of the 20+ references to NAC none had alpha characters. This leads me to believe that the reference database expresses NAC in decimal form.

Negative, NAC are always hexadecimal in the RRDB, no exceptions.
