Can someone tell me how the FCC's VHF/UHF Narrowbanding will effect the world of radio scanning?

I am currently in the market for a digital Trunktracker IV scanner, (looking for a used BCD-996T) will this particular scanner or one with similar abilities still be effective after the Narrowbanding takes effect? I know the DPS where I live is in the process of transitioning within the next 6 months so I would like a scanner that will still be effective.
