Need advice as to what would be a good scanner for my area

Hello all, I am new to this site, I am also pretty much a beginner when it comes to scanners, I live in the St.louis, Mo area. I was wanting to get some advice as to what would be a good scanner for this area. I can probably only afford a analog scanner. I hacve been looking at the pro 97. With trunking cababilites. What would be a scanner that will pick up Most of the fire , police and government sites such as the dea, cia, etc. Also I would like to be able to listen to whatever you would listen to for traffic reports such as accidents while driving to work?
