Need help programming Whistler WS1065

Newbie here in the scanning community and was needing help with my WS1065. I am mostly interested in finding a program that allows me to listen to frequencies in Carter County, KY. Any help would be greatly appreciated

ditto/following - also looking to find help programing whistler1065 - located in southeastern MA - - i think i have figured out you need to purchase download into the scanner - that part is unclear to me. i have found frequencies, and programed 4 surrounding towns, but hear nothing at all . have learned a lot off youtube and reading info, but still cant figure it out

Welcome to the Radio Reference forums! I use Butel ARC500 Basic software to program my Radio Shack PRO-197, the older brother of your scanner. The software works for both scanners. You can also use PSREdit500 software. Both have a free trial period. You can download and install both to see which one you like best. The WS1065 should work well for the conventional frequencies used by Carter County. Since you are a Premium Subscriber, you will be able to download directly from the Radio Reference database. You will not be able to receive the American Electric Power P25 trunked system or the Louisville Gas Electric DMR trunked system. The WS1065 cannot decode P25 Phase 2 or DMR. It works OK for P25 Phase 1.
