Need help wth radio shack pro 197

I got my scanner 2 weeks ago at radio shack, i am trying to program it. This what I do I hit program,new,then conv then save.When I try to scan, all i get is static. I live in New York.What I am doing wrong?

Get the software...

then the cable...

Start the software... connect to RR and download the file(s) for the area(s) you want...
Download it into the scanner and you're good to go. It doesn't get much easier!

Did you put in a frequency (object) and did you select a list to put it in ( 1-20 ) making sure * asterisk is on beside list number and did you press SAVE to enter everything. Give us more info to try to help if still having difficulty. BILL67

I think so I hit program, new, con, then i see,scan list o1 below that i see freq 25.00000, i go down to it, put in the feq and i hit save. Ithat is what i am doing,.

Forgot to add after i try to program it, all i hear is static,
