The R20 really isn't a scanner; it's a receiver that scans, albeit rather slowly in comparison to the scanners currently on the market.
Another question needs to be asked here; are you going to travel with whatever you buy to the mainland? If you do, then the PRO-106 would be a good choice, since it supports a digital format currently used by many public service organizations. However, if not, there isn't any reason to get a digital scanner - a quick check of the listings we have in the database for PR show no digital systems active. A scanner such as the PSR-300 or PRO-164 would work just fine.
The HF world (3-30 mhz) is a totally different animal; radios like the R20 are usually a compromise in how they perform in this band, due to many considerations (most of which have to do with keeping the manufacturing costs down).
