New 996T user needs help

hello, 996 newbie here! Does anyone have files for NJ agencies that can be downloaded using the cable? I need all of Ocean and Monmouth counties!! I programmed a lot of these counties using the freqs from this site but I get a lot of garbled communication and tone-outs constantly. Is there a way to silence the tones and just here the chatter? Hope this makes sense.
