I know he/she's new here, but I love how people find this site from watching the new or however they find it and start listening to streams for their area without any clue or idea how/why the streams are available. Then, when there is something wrong with "their" stream or when they discover there isn't a stream for their area or area they want to listen to, they complain and gripe and say things are "sad".
Buy a freaking scanner yourself!! I don't care or want to hear "I cannot afford one"...that's your problem. Looking at your county, everything is analog and any low-end scanner should work. If you want to listen to the state trunked system, you'll have to shell out $400+. Do you think your county/city/state should provide you with one? Do you think you should get one with your driver's license? Do you people understand that the streams are from people that have a scanner or multiple scanners (they they pay for themselves) and are doing you people a favor? Are you paying for a stream to be setup only for you? NO. This is a hobby, not a public service you're entitled to. There are some that are provided by Lindsey and some are even provided by the agency being streamed. Some agencies even have streams from their own websites (Loudoun Co. VA has one for FD/EMS dispatch). Have you checked your local agencies' websites for streams?
There are many members that will assist you in what make/model/type (digital/analog) scanner you should purchase for your area. They will even help you program it once you receive it.
Sorry, I'm just tired of people always wanting a handout and their hands held through everything because they chose to be lazy and/or ignorant and complain because they can't get what they want. That's what's truly sad.
Also, I just checked Fountain Co. IN. There are two feeds. One is Ham and the other is PD/FD/EMS with 11 people connected to it. Maybe it's your PC? Maybe it's just isn't that busy where you are and there isn't anything to hear.
EDIT: Actually, I'm listening to it now. It's not very busy but it sounds fine to me.
