Just got my scanner Wednesday. From what I can tell so far it looks like I'm going to have to purchase some 3rd party software if I want to program it independent of the database?

You do not need to purchase any software. You use Sentinel and you can program anything you wish that's not in the database. Just create a favorites list and enter away.

Or you don't have to use computer software at all, and can enter data from the keypad.

Sentinel is needed to update the master database and firmware. It can be used to create Favorites Lists, importing the data from the master database, or from scratch if you have all the needed info to do so. There is nothing fancy about Sentinel Favorites Lists. Sentinel cannot do virtual control.

Third party software, such as ARC by Butel or ProScan can create Favorites Lists and import directly from the RR database if you are a premium subscriber. These Favorites Lists can be a little fancier. ProScan and ARC (Pro) can do virtual control. They cannot update the master database or update firmware.

Thanks everyone. I was asking as there's going to be a new trunking system coming online locally and it's not in the database yet. I was wanting to program it in so I can start to figure things out. Everything about it is still a mystery at the moment.
