I have op25 running fine on rpi4 with rtl-sdr v3 but when I switch it to my nesdr smart I get nothing and I have blacklisted the drivers they recommend. Same nooelec dongle works fine on windows computer. Any help??

Check the 'dmesg' command to see if the device is having issues. I've experienced USB connector failure with some of mine, even when using extension cables.

are you intentionally applying a -2 offset to this new dongle as well?

remove "-q -2"

Please post a screenshot of the mixer, datascope and constellation plots along with any relevant messaging in the stderr.2 logfile.

The OP
especially the unpowered simple extension cables, the active cables have given me more success.
I must have purchased good ones - I use 10' unpowered USB 3.0 extensions and Nooelec SDRs with no problems. The Nooelecs are 0.5ppm error, so they need little correction; mine don't use any. My RTL-SDR v3 are ~1.0ppm.

I have one good 10' extension as well, the problematic ones are the little cheapo 1 to 3' disposable ones. For distance runs of 10' or more, I was referring to the powered USB repeater extensions that go out to 30' w/o an issue...

No it is not headless I’m pretty sure it has to do with the HW value can not figure it out.
