Norlin SR-2091

I have a Norlin COmmunications SR-2091 surveillance receiver and in need of help. It powers up, noise can be heard through the headphone jack, but doesn't appear to receive. Does anyone have experience withe Norlin \ Applied Communications \ Aiken receivers or know where I can get a manual for this or the SR-2090?
