What talk groups would I monitor if I wanted to focus primarily on the north part of the county? Do they break the tac channels down regionally?

They only break the tac's down by county and city, the "A" tac's are for the county and the "B" tac's are for the city. During times of busy radio traffic such as on the 4th of July they will put north ops on FCOMA2 and south ops on FCOMA3 but that is just for the command channels.

Just for clarification; you are only interested in non-Sacramento-city areas north of the American River, but in Sacramento County? In some regards, there's no reason not to monitor all B# TGs, as they only use them when there's something going on. But here's a list of their general usage:
B1 - Dispatch
B2, B3, B4 - Command channels
B5 - Sacramento airport tac
B6 - This is typically the first tac assigned to an incident
B7, B8, B9, B10, B11 - next tacs assigned in this order
B12 - good channel to catch some chit chat
B13, B14, B15 - more like administrative channels; not used for fire tacticals.

If I had to pick 3 and only 3 from the above list, they would be B1, B2, B6.
