Not able to hear Charlotte, MI Police and Fire

I have a Uniden BCD536HP and I'm having trouble receiving Charlotte, MI Police and Fire. I would like to add tac channels for fire. The manual is written over my head. I've had crystal scanners and Bearcats that you entered the frequency you wanted to listen to. So, the questions are, what do I have to do to listen to Charlotte Fire and Police and can and how do I add the fire Tac channels to the scanner? Could you also tell me the frequency of the Tac Fire Tac channels?

Those days are long gone. Scanners and radio systems have evolved a long way since then
