Novice needing a lesson

I'm a novice user to say the least.I currently own RS2055 with a very old UHF/VHF antenna.Up until recently I've not had any problems picking up my local law enforcement broadcast.It will come over the scanner saying that they are switching to the 800 and I can no longer hear this transmission.I assume that this is a frequency that I do not have programmed in or my antenna is in need of an upgrade.I also have noticed that they are using cell phones alot,whether it is to contact dispatch,I'm at a loss.I'm fairly sure that my county still is using an analog system.I have looked in the RRdatabase and have not found any updates for my county lately(Owen County).I'm also thinking of upgrading to another system as well.The Uniden BCD996XT has caught my eye,but any advice in this matter would be greatly appreciated as well as an antenna to go along with this scanner.Thank You Very Much for any advice in advance!

It sounds as if Owen County is is the process of switching to the Hoosier Project Safe-T. It is a digital trunked system. To monitor it you'll need a digital scanner. Something like the BDC996XT you mentioned would work great for this.

Owen County uses Safe-T at night alot...I pick em up on the Brazil Tower when I'm out east...

I would suggest the PSR-500 or PSR-600/RS 106 or RS 197...both real good Digital as well as Conventional Scanners!

Radio Shacks are the same models just made for RS to sell as their own and they are cheaper!

I would also recommend the GRE PSR-600 (base model) or PSR-500 (handheld)
Very user friendly and GRE also provides updates on their website.
