NYC Sod Radio Emergency Service

I have been listening quite a bit to NYC ESU SOD RADIO. Many times I hear calls for instance a diff breather in the confines of the so and so pct. They dont seem to be dispatching any particular unit. I hear this alot with no units responding. Are they just broadcasting this as an FYI and its been dispatched to someone prior
Can someone explain

Mark, the ESU units are all EMT'S and Medics so if they are close enough sometimes they will respond to the job otherwise it is all informational. ESU usually only responds if there is a request for them but if they think the job is legit they will notify the citywide dispatcher that they are responding.
