Of course, if the NYPD helicopters are using any of them then the range will extend out a bit farther than two RMPs talking to each other.

Was out getting breakfast and kept hearing unfamiliar voices on the scanner and when I looked it was that tac freq. (Not sure why I even had NYPD on as I don't receive out here on 436 with 800mhz antenna) Guys were coming in pretty good and clear. The more I listened to landmarks and streets, I found them at a funeral home out here in Suffolk County 2 mile from my house. Was asking because the FCC license has what looks to be inputs to that freq.

Typical NYPD Outputs (470, 471, 476, 477, 482, 483, 484) are 3Mhz lower than the inputs.
There are a few exceptions like CW1 and CW2 that are linked to SI-CW1 and SI-CW2 where
they use the 473 freqs for TAC G and TAC H simplex channels. The guys you heard may have
been on department radios for a funeral of a police officer.

They were definitely using department radios as they were in marked NYPD Highway cars. I don't think it was LOD but maybe retired or something judging by the small number of marked vehicles.
