By the SUMMER?!? LOL!! They'll be lucky to have just a tiny fraction of this junk system somewhat online within the next decade, if they ever manage to get it working correctly at all. Thanks though, I needed a good hearty chuckle! :D

I know! Hey, there's hope! Down my way, in Lancaster County, Pa they ditched their OpenSky system after a few years, there were only a few antennas up, and there was a serious interference problem that MA/Com was not addressing. The PA state system is extremely slow to get online.

There was little encouragement, in that regard, from the network’s rollout in Buffalo. Fire Commissioner Michael Lombardo was quoted as saying problems were so severe that radios failed to work in about half the city. That’s hardly a ringing endorsement.
Success was achieved in Chautauqua County, company officials eagerly point out. Factors there include the area’s mainly rural terrain and less interference from other radio transmissions. But there were other concerns raised by local government officials. Some say the system does not meet industry standards that would allow any vendor to manufacture radio equipment eligible for purchase under federal grants
