DOT HELP trucks in Monroe County are on Rochester Radio Pinnacle Hill LTR TG1-07-008

No, this is the Rochester Radio/Licciardi system.

For details on both systems, see NF2G.com NY trunked systems - LTR. I did a detailed update on both systems for Dave last year.

The HELP truck dispatcher identifies as "R-TOC", (Regional Transportation Operations Center)

Thanks again, I wasn't looking in the right place at Dave's.

If you know...Why are they on a commercial system and not on the County or State frequencies?

I don't know the details but for some reason they either did not want to share a channel or no agency wanted them and they wanted to get on the air quickly. Rochester Radio maintains the NYSDOT radios so they use their LTR system.

The R-TOC dispatcher coordinates with the police agencies. I was listening last night to verify they are still active and R-TOC sent a HELP truck to assist NYSP and IPD in blocking a Rt 104 ramp at an accident scene.
