The NYS Constitution can be amended. Amendments are proposed all the time. Not many of them get very far, but that is politics, not law.

I wasn't clear enough. State GOVERNMENT can't do it alone. It must go to a vote. Like the one us court officers made sure got shot down letting judges work until 80.

In Troop F most traffic stops are being done directly over the MDT computers. I assume that is where they are getting most of the calls too, or cell phones. As the troopers really only talk to 911 for priority dispatches (what used to be polling)
