Oakland "upgrade"?

Perhaps this is related, I recently noticed a P25 data channel on 853.8375. According to FCC records, it appears to be licensed to Oakland and is coming from their Seneca site. The control channel does not decode properly on my PSR-500 from both my home in San Leandro or work in Hayward. It sounds like multi-path issues at home and just a very weak signal at work. If someone closer to Oakland can monitor this control channel, let us know if this system is being tested.

Oakland Fire has been testing P25 from the Seneca site for at least two years on a couple of their licensed frequencies.

I think they are just waiting for Federal $$$ to complete the 700Mhz move.
