Occasional GE Star heard on nypd highway

In the past, I’ve heard on occasional GE Star burst over the highway cw channel.. could it have been nysp using their mobile?

Never heard that before until once this year. Thought I was hearing things. Very unusual. And interesting. And yes, only on the highway frequency.
