Since when has ODOT been on 453.4625. (UTAC41) ? Ive had it in my scanner for some time now, but Ive just noticed that they seem to be using it, in the Salem area. The frequency is also part of the NORCOM Ltr system.

What sort of radio ID were they using? 2M--- 3M---

(It's my understanding that the LTR Frequencies are also used by others such as farms and private business in north Marion County.) Maybe a private flagging - construction company is using it.

Well, I heard 3h80-3h83. and Some other M units I think, There was an accident on Highway 22 down in Hebo, and it seemed like they were using it as a dispatch channel, to get tow trucks and such, but then I heard an accident on I205 in Portland and they were using it for flagging. Signal strength is through the roof so I wonder if they patched all the Mutual Aide Tacs in the area together because it was 453.4625 with PL 156.7. Didnt have any LTR Data on it.

Best Place to Start would Plug in the VCall and VTac freqs. Not Sure if ODOT has Uhf, so the VCall and Vtac Freqs may be patch to UHF UCall/UTac freqs. There working on Geting the Vcall/Vtacs and Ucall/and Utacs and Icall/Itacs up state wide. I know in Portland area the freqs are repeaters up on Goat Mtn, and are up on the bigger mtn tops in Yamhill County.

I have been listening to them after putting some Yamhill frequencies in my scanner. This was about 2 years ago.

Thats weird. Ive had the UTAC1aMF/UTAC1aHH/UTAC41 channel in my scanner ever since you gave us that 2010 Yamhill programming Template and I hadn't heard anything until now.
