There's something special with that system of yours that doesn't use a control channel but still being a DT3 system. I have programmed my DT3 systems as OFT when they where setup and didn't know what site or channels that belonged to what. It worked as expected and received all TG's. I even have a DMR Tier II radio scanning the DT3 voice channels and it receives all TG calls.
It has to be the scanner that incorrectly says DT3. Couldn't it be some sort of a multichannel XPT system? But it would still work if programmed as OFT as that will ignore all channel/LCN info.
The function of that system to work without a dedicated control channel has to be like a Cap+ system, that radios get assigned a frequency and when a TG gets active it is sent out on the slot that sends control data info and says what frequency and slot that the TG got assigned. Then after the calls ends the radios that took part of the call are returning to their rest channel. But why the need to not transmit a continuous control channel seems strange.

100%! Considering there only 1 TGID on these weird sites.
DSD+ shows it as TIII BS whatever BS means so the scanner is correct. It just doesn't like receiving them unless programmed as conv.
As for the creators of the site, I'm not sure if they're aware what they've done or if they've created a special channel deliberately.
There is a couple of sites that do seem to be connected with 2 frequencies and 2 different colour codes but all the same transmissions. They have the same DMRT3 without the trunking of CC.
I've emailed the radio tech provider company to see what it is but they have not replied.
